To promote transparency and provide information, the Federal Planning Bureau regularly publishes the methods and results of its works. The publications are organised in different series, such as Outlooks, Working Papers and Planning Papers. The 2019-2070 demographic outlook presents the evolution of the population and households in Belgium from 2019 to 2070.
The outlook also highlights the impact of alternative fertility scenarios on population growth. In the light of fertility trends and population ageing, it also confirms the key role of international migration in population growth.

This Working paper proposes four new composite indicators to measure the wellbeing’s sustainability by using the stock of capitals passed on to the future generations. These indicators measure the evolution of the human, social, natural and economic capital. Their analysis shows that wellbeing’s sustainability in Belgium is questioned due to the diminution of the natural capital.

PLANET is a model developed by the Belgian Federal PLANning Bureau that models the relationship between Economy and Transport. Its aim is to produce: (i) medium- and long-term projections of transport demand in Belgium, both for passenger and freight transport; (ii) simulations of the effects of transport policy measures; (iii) cost-benefit analyses of transport policy measures. This methodological report describes the main features of the PLANET model, and more specifically, the version 4.0 used for the transport outlook published in January 2019.

This report presents the annual update of a set of indicators complementary to GDP. These indicators cover the period from 1990 to 2018, depending on the availability of the data. The Act of 14 March 2014, which complements the Act of 21 December 1994 establishing social and diverse provisions with a set of complementary indicators to measure the quality of life, human development, social progress and the sustainability of our economy, entrusts the National Accounts Institute with the development of this set of indicators and assigns this mission to the Federal Planning Bureau.

This paper presents an estimation of employment sustained directly and indirectly by exports based on an export-heterogeneous input-output table. In this table, manufacturing industries are disaggregated according to the exporter status of firms in order to account for within-industry differences in input structures. According to our results, export-sustained employment in Belgium amounted to 1.32 million jobs in 2010, which corresponds to 29.5 % of total employment.

We compare the TCO of fully electric cars (BEV) with those of diesel and gasoline cars. In the size class “small”, BEV only have a lower TCO for an expected lifetime that exceeds most estimates of the planning horizon people use when purchasing cars. In the size class “medium”, BEVs have a lower TCO than conventional cars if their expected lifetime mileage is high enough. “Big” electric cars have higher TCO than their conventional counterparts for any reasonable assumption regarding their use profiles.

European Regulation No 691/2011 (amended by European Regulation No 538/2014) obliges the member states of the European Union to deliver six environmental economic accounts as of 2017. The accounts concerned are the three accounts that have been obligatory since 2013, the Environmental Taxes by Economic Activity (ETEA), the Air Emissions Accounts (AEA) and the Economy-Wide Material Flow Accounts (EW-MFA), as well as the three accounts that have been delivered since 2017, the Environmental Goods and Services Sector (EGSS), the Environmental Protection Expenditure Accounts (EPEA), and the Physical Energy Flow Accounts (PEFA).
In this publication the National Accounts Institute presents the EW-MFA for the years 2008-2017.

The National Accounts Institute (NAI) presents in this publication a new version of the input-output tables at current prices for the year 2015, compiled according to the ESA 2010 methodology. Compared to the first version of the 2015 input-output tables published in December 2018, the tables presented here incorporate the occasional revision of the national accounts implemented by Belgium in 2019.

This paper describes the methodology to make the existing interregional supply and use table (ISUT) of 2010 compatible to ESA2010/SNA2008 rules and shows the results at a macro level. The ISUT describes, for each product and industry, all intra- and interregional flows caused by the intermediate use, final consumption expenditures, investments and exports of the three Belgian regions Brussels, Flanders and Wallonia.

This paper seeks to quantify the cost of the most important inefficiencies in Belgian transport taxation. To this end we calculate the welfare gain of an ideal, optimal tax/subsidy system across the transport market as a whole (i.e. considering private road traffic in conjunction with public transport). We found the total welfare gain to be 2.3 billion euros, of which 1.3 billion are due to time gains of remaining road users. Our measure lies significantly above those found in the literature, since we consider the distortion cause by a wide range of subsidies.

This Working Paper examines which socioeconomic household characteristics determine greenhouse gas emissions in Belgium. The analysis is based on the PEACH2AIR database, which links the air pollution data with consumption expenditure of Belgian households as recorded in the 2014 Household Budget Survey.

This Working Paper identifies the characteristics that explain severe material deprivation in Belgium, while making a distinction between people aged below 65 and those aged 65 or above. Severe material deprivation has decreased for both groups. Young people are more impacted than the elderly. Although there is a clear link between income and deprivation, the overlap between individuals identified as at risk of poverty and those as severely deprived is far from perfect. The correlation between income poverty and deprivation is weaker for the old group than for the young.

The 2019 Federal Report on Sustainable Development takes stock of 51 indicators monitoring the Sustainable Development Goals (SDGs): the extrapolation/continuation of current trends does not allow all the objectives to be reached. The Report assesses the current sustainable development policies. It concludes that the federal public services have achieved concrete results, despite the lack of political momentum to reach the SDGs. This Report also analyses the impact on the SDGs of different modalities for applying a carbon tax and of alternative policies to company cars.
